Getting shirt and jacket sleeve lengths right
Assess the shirt cuff first, then judge the jacket over it in a natural resting position.

Shirt and jacket sleeves are often discussed as if one fixed amount of visible cuff solves the whole problem. A small strip of shirt cuff is a familiar tailoring convention, but comfort and the interaction of the two garments come first. A shirt cuff that slips over the hand makes the jacket look short even when the jacket is not the issue.
Fit the shirt on its own
Fasten the cuffs and let your arms rest. The sleeve needs enough length for ordinary reaching, while the cuff opening should help it stay around the wrist rather than sliding down the hand. If the cuff is very loose, shortening the sleeve may not be the only or best solution.
Reach forward and bend the elbows. A shirt that looks tidy with arms rigidly down can pull back excessively in use. Some movement is normal, so assess whether it feels restrictive rather than chasing a perfectly stationary cuff.
Add the jacket
Put on the jacket without tugging the shirt sleeves farther out than they naturally sit. Let both layers settle. Decide whether you like the amount of shirt showing at each wrist. Slight differences can arise from posture or the garments themselves; investigate rather than immediately assuming one sleeve needs cutting.
If you wear a watch, try it during the fitting. It may affect how one cuff sits. A cuff that catches on the watch can create the appearance of uneven sleeve length even when the measurements match.
For casual jackets worn over tees or knitwear, visible shirt cuff is not the relevant test. Assess coverage and comfort with the layer you actually intend to use. Tailoring conventions do not need to be imposed on every jacket shape.
Ask about the alteration before approving it
Jacket sleeve changes depend on construction and button placement. Working buttonholes can limit straightforward shortening at the cuff. A tailor may discuss another method, but that is a garment-specific decision with different work and cost involved.
Bring the intended shirt to the appointment and have the sleeves pinned while standing naturally. Explain the result you want, then check the view after moving your arms. Do not approve an alteration while pulling the shirt down artificially.
Once you have a combination that works, use it as a reference for future purchases. Different cuff styles and jackets can still require separate assessment. The aim is an easy relationship between the layers, not a measurement you must reproduce regardless of fabric, construction or how you wear the clothes.
